This is an enhancement to support reuse of config objects and helps with
querying/ creating/ updating only config data when needed
GET
v1/config/link?configurableId=?&direction ( get all the config details for the
given configurable )
POST
v1/config/link?configurableId=?&direction ( post data for the link config
object)
