(was: This code is used only for "tools" that are running outside of Tomcat and
is "mitigating" what Tomcat would do when loading Sqoop app. We're doing that
ourselves as Tomcat command line tools are not doing that for us. The code is
not used when running the App inside Tomcat though.)
