[~jarcec], even though I moved all {{*Error}} into {{sqoop-common}} 
(SQOOP-2054), I still don't think this is a good practice. But due to the 
requirement (client needs to reflect the server error without server lib as the 
dependency) it seems the only way to implement this.
We need to investigate how other projects, such as hive, hdfs, etc. work in 
this situation.
