Description:
Introduce OracleEscapeUtils.escapeIdentifiers In

Changes made in 2990 were not covered by 3066 (probably wasn't found as it
wasn't using OracleUtils.escapeIdentifier, just simple qoutes).
Make the code consistent with the switches introduces by 3066.
