The voter tool itself is Perl, and may have some funny dependencies, but I think CPAN would easily handle that.
The stv_tool.py script is plain old standard Python. No special deps. I don't even know what we'd ship :-P ... seems you have some initial work to simply set up a manifest! hehe...
