I don't think we ever explained it in the docs. I believe it was more of a
discussion on the mailing lists when the kafka integration code was brought in.
The main goal behind this is when we bring in a new significant piece of code,
that we are sure there is enough support from the community that it will not
become abandon-ware. There was nothing formally adopted as far as I remember,
or it would be in the bylaws. I mainly wanted to add my support to help
maintain it so there would be less doubt about bringing it in. Both you and
@HeartSaVioR have already done a lot of work on Storm so I don't think there
would be much doubt anyways.
