Document the purpose of the "external" module collection and the concept of
"Committer Sponsor."
The more important point is to document the fact those listed as "Committer
Sponsors" have no special authority, roles, responsibilities, etc. and that the
Committers/PMC Members collectively bear all responsibility for the codebase.
