This is still just in the planning stages. I don't think we should do any of
this work until we have created a 0.11.x or a 1.x branch for stabilizing that
release. Some of the tests we might be able to do ahead of time, but the core
work really should wait. I am filing the JIRA just so we are ready when that
happens.
