Nimbus maybe kill user A's topologys due to no enough resource when User B
submit the most important topology. But user A don't kown his topology has beed
killed. So user A maybe submit the killed topology whose priority is readjust.I
mean the priorities is independent among users. In my opinon, it is important
to take into account some other rules. For example, Nimbus can't kill user A's
topologys, but can kill user C's topologys when User B submit some topologys.
Of course, it is hard. It's just my mind.
