Here is another spot where it might be better to use constant launch times.
The way the topologies are generated makes it look as though we intend to test
with 5 trios of topologies that were each launched at the exact same time.
Calls to `Time.getCurrentTimeSecs` can return different values each time, so
this may or may not happen depending on how quickly the code is executed.
