    cpu.share config limits cpu usage based on weights and is only relative to 
what else is running on the node.  Though the cpu.share can serve as a 
guarantee of resources not necessary as a hard limit.  In the scenario you 
described, why not let the one process use more cpu resources if those cpu 
resources are free?  Only when there is a lot of contention of cpu resources do 
we need to make sure everyone is given the amount of cpu as per their 
guarantee, but if the node is pretty free, why not let a worker use more 
resources than technically is guaranteed/allocated to that worker.  That is 
kind of why I think.
