Currently the topology/component sampling feature is undocumented, and likely
confusing to users (the UI includes the "Debug" and "Stop Debug", but the
functionality does not provide any indication of what it does, or how to access
the sample logs).
We should document the basic functionality and configuration, as well as how to
extend it.
