This is a really big pull request and things are changing all of the time
with others merging things in. Perhaps we should break this up into smaller
pieces. Like just doing each state factory one at a time, and then some of the
other pieces? IF you want to keep this all together that is OK, but it is
going to take longer to really review it and get it in.
