[~kabhwan] I don't like to introduce this info into nimbus and we don't need
such changes. What I had in mind is to have utils class that given a topology
info along KafkaSpout config it should be enough to figure out the offsets and
show the late.
We already query topologySummary and other details from UI. We can use that to
figure out the offsets from Kafka and topology offset thats get stored in
zookeeper.
