STORM-2084: Refactor localization to combine files together
This is mostly fairly standard refactoring. I am doing some of this in
preparation for more changes coming in STORM-2438.
I am happy to remove the changes to testing4j_test. They were mostly
trying to debug some test failures there related to messages being dropped in
netty mode, but are not related to this change.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/revans2/incubator-storm STORM-2084
