My algorithm is to look quickly and if the message has some relevance to
the project then hit reply all, otherwise ignore it.  This takes me a
couple of seconds at most.  It sounds like maybe no one has ever done this
for a message from Jira yet, since all Jira messages come from the same
sender.  Also, since the lists are new, other regular posters might not yet
have been allowed (whitelisted).

All list members are whitelisted, but only when they post from the address
they are subscribed under.

Also, moderation is only permitted from your subscribed address.

Note that gmail doesn't send from an apache.org address by default.  The
"from" might be apache.org, but not the "sender".  To fix this, see:
