In a multi-tenant environment secured environment users must ship credentials
with their topology instead of reusing the credentials of the headless user
running the storm cluster.
To allow for this we need an API to allow for credentials to be pushed to the
topologies out of band (As credentials can expire) We need a way to renew
credentials to reduce how often we need to push new credentials, and we need to
hide as much of this as possible from the end user so they do not have to
update their topologies in most cases.
