storm-starter: fix base directory path to point to `incubator-storm`
The example incorrectly uses `storm` instead of `incubator-storm` as the
local base directory.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/miguno/incubator-storm readme-base-dir
