My concern is with matching the title of the pull request and the
description in the JIRA with what is actually in the current pull request. The
JIRA and title, to me, seem to indicate that all place that config_value was
used should be fixed. If you have the code to do that I would like to see it
be a part of this pull request, or to have a separate JIRA filed for them and
tie the two JIRAs together.
