"As a developer of Storm I want basic documentation so that I understand how I
can contribute to the project."
At the moment the project lacks proper documentation that explains developers
-- committers and contributors alike -- how to interact with the Storm project.
For example, typical questions are "How can I send a pull request?", "How can
I merge a pull request?", and "Which git repository should I use?".
