STORM-305: Create developer documentation
----
> Create developer documentation
> ------------------------------
>
> Key: STORM-305
> URL: https://issues.apache.org/jira/browse/STORM-305
> Project: Apache Storm (Incubating)
> Issue Type: Task
> Reporter: Michael Noll
> Priority: Minor
> Labels: documentation
>
> "As a developer of Storm I want basic documentation so that I understand how
> I can contribute to the project."
> At the moment the project lacks proper documentation that explains developers
> -- committers and contributors alike -- how to interact with the Storm
> project. For example, typical questions are "How can I send a pull
> request?", "How can I merge a pull request?", and "Which git repository
> should I use?".
