STORM-213. Decouple In-Process ZooKeeper from LocalCluster.
Added a constructor to LocalCluster to pass in zookeeper host and port.
Users can call LocalCluster with external zookeeper
(let [cluster (LocalCluster. "localhost" 2181)]
