As a community I think we are still working out exactly what that line
means. I have merged in a few "small" changes without a JIRA, but they were
just comment/documentation changes. Leave the line in DEVELOPER.md for now and
if you don't feel like filing a JIRA let me know. I'll merge it in as is, then
we can start to have the discussion about what "small" really means on the
mailing list.
