Good catch, thanks. That was a real contradiction and the paragraph was the wrong half of it. Making an advisory conditional on operators having to do more than upgrade would have dropped the ordinary case, where installing the next release is the whole remedy. Judging how urgently to upgrade is exactly what an advisory is for, so that case needs one. Turned it round in fc4a5f4: the classification decides whether there is an advisory, and what operators have to do decides what the advisory says.
