Hi, I'd like to take this one. Is anyone already working on it, @abhinav-phi? My plan is to apply `IDN.toASCII` in `URLUtil.getCanonicalHost` and fall back to the raw host when the label isn't a valid IDN. I'd add tests covering the Unicode and punycode spellings of the same host, for both the politeness key and the robots.txt cache key.
