WSO2 ELB has clustering based member adding, SLB used topic based one. Both used core apache synapse. And WSO2 ELB has autoscaling components in-build , but in Stratos taken it out and created autoscaler to address some scalability issues.
IFAIK, there is no independent development of these two.
