Like we have Partitions to handle VMs, we need to aware about Kubernetes Host
CoreOS Clusters in order to spin up Containers. We need a new API to register
all these Host Clusters. This API needs to expose information like Kubernetes
cluster id, master IP, IPs of slaves etc.
