code review changes to cluster monitors
* introducing abstract methods in abstract cluster monitor, handing over
topology/health stats events to relevant cluster monitor and handling them in
cluster monitors.
* inner class Holder removed from AutoscalerContext
* removed ClusterType enum, as we don't need it anymore
* renaming container cluster monitor to kubernetes cluster monitor
