Summary: [Grouping][testing] - undepleoying and redeploying
application fails to spin up VM

Run following scenario:
1. deployed application test_app5 (see app def below)
+ VM was spun up as expected
2. undeployed
+ VM got removed as expected (cartrdige unsubscribed)
3. redeployed same application ("test_app5")
waited for 10+ min but no VM was spun up
4. stopped / restarted stratos
5.waited for 10+ minutes, no VM was spun up
-> log msg: Cluster monitor is suspended as the cluster is in Inactive mode
logs are attached
