/cluster/clusterId/{clusterId}
Is there any reason why clusterId has been added in the resource path followed
by the actual variable value of the clusterId?
If there is no valid reason it might be good to change
/cluster/clusterId/{clusterId} to the following
/cluster/{clusterId}
