Currently Stratos load balancer does not support clustering. To enable this
feature we need to replicate the algorithm context and sessions across the
members in the cluster. Since the load balancer does not persist any contexts
the plan is to use carbon clustering implementation (which internally use
Hazelcast) to replicate above data structures.
