In 4.1.0-Alpha Autoscaler manages Network Partitions as a part of the
Deployment Policy. It looks like if we move Network Partitions out of the
Deployment Policy and manage them globally, they could be reused in any of the
Deployment Policies. This will make the Application deployment process much
easier.
To do this we need to add Network Partition management methods to Autoscaler
Registry Manager, Autoscaler Service and REST API.
