Initially we implemented application deployment process by moving application
parsing logic to application creation step. However we needed to parse the
application again in application deployment step to get the cluster instance
contexts as they are not returned by the parse result.
We may need to fix this by persisting application and adding cluster instance
contexts to the application context at the application creation time.
