Currently users need to have "/permission/admin/login" to access the Stratos
console UI, but can do all the other Stratos related operations with
''/permission/admin/stratos".
So ideally, since login to Console is a Stratos related operation users who are
granted with '/permission/admin/stratos' should be able to login to the Console
app as well.
