Summary: Stratos is not Picking up Updated IaasProvider properties

Steps to re-produce:
1. Update IaaS properties cartridge, delete the application and add the
application again. Update the cartridge and deploy the application. Updated
cartridge values are not taken for the application.
2. Delete cartridge and add a cartridge with same name with new IaaS
properties. Delete application and add the application again with newly added
cartridge. Cartridge values are read from the first time only.
Seems like cartridges are stored in read only mode in CC.
