Environment: when we run agent and ELB in separate machine

When we have agent and ELB in separate machine in the stratos2 deployment, ELB
failed to spawn new instances, since the primary member role is assigned to
agent. We need to fix agent not to become primary member in any environment
whenever ELB presents in the cluster.
