Environment: In previous version of Stratos,
org.apache.stratos.lb.agent component has been used to expose a service to
fetch CPU Load Average of the load balancer host. However according to the new
architecture Nagios will be used for this purpose. Therefore we could remove
this component and its service stub and dependencies.
