As current committers and PPMC members we tried our best to attract people out of WSO2. For an example, that's the sole purpose of doing Google hangouts weekly (where we dedicated lot of time to explain about Stratos) and also the Cloud bar-camp. It's bit unfortunate, we didn't receive any code contributions from community outside WSO2.
