According to a discussion we had it seems like we need to support both private 
and public IP addresses for load balancing. The reason being that if the load 
balancer is placed outside a network of an IaaS the load balancer might need to 
use the private IP addresses of the members to delegate the requests. 

At the moment cloud controller is only sending the private IP address of the 
members. We might need to extend this to send both private and public IP 
addresses.

The idea is to have a configuration in the load balancer to specify whether to 
use private or public IP addresses for load balancing. Appreciate your thoughts 
on this.
