Let me clarify the some points,

Apache Stratos is a PaaS which runs on top of an IaaS. IaaS can be EC2,
Openstack, or VClouds etc.

You can install an Apache Stratos deployment and use one or more of IaaSes
as underlying IaaS layer.
                E.g. You can configure both Openstack and EC2 as IaaS layer
of one Stratos installation.

When it comes to cartridges, you have to create the separate cartridge
images for different IaaSes. Then you can refer those image IDs in Apache
Stratos configuration.
Cartridge can be muti-tenant or single tenant(private jet mode). They will
be shared among tenant according to the nature of the cartridge. [Please
note that this is the PaaS tenant, not IaaS tenant]

So when the real end-user subscribe to those cartridges, he/she will get a
cluster of instances of a particular PaaS. Say PHP PaaS.

Tenant in the Apache Stratos world is a PaaS tenant. It doesn't matter what
tenant in IaaS layer( E.g. Tenant/ Project in Openstack). What Apache
Stratos need is authorized account from IaaS/ IaaSes.
