Currently load balancer publish In Flight Request Count to Complex Event
Processor (CEP). An aggregated value of this statistic is used by the
Autoscaler to take auto-scaling decision.
In addition load balancer could publish Fault Requests to CEP so that
Autoscaler use it for fine tuning its decision making process.
Fault Request
A request could be identified as a fault request if at least one of the members
could serve a request while others fail to do so.
