The Partition is:
{"id":"P1","partitionMin":0,"partitionMax":0,"provider":"openstack","property":[{"name":"region","value":"RegionOne"}]}
partitionMin and partitionMax doesn't make sense to have here, since users are
not allowed to change those values at partition deployment time.
