Summary: Introduce new Load balance algorithms to Stratos

One sample that comes into my mind is, weighted round robin algorithm,
improving the current round robin algorithm. We can rout more traffic to idling
instances. We have to get the stats by subscribing to already available Topics
in Message broker for health stats.
