Seems like 4.0.0-incubating branch was messed up by the release plugin. Issue is https://git-wip-us.apache.org/repos/asf?p=incubator-stratos.git;a=blob;f=dependencies/jclouds/apis/ec2/1.7.1-stratos/pom.xml;h=18740d2f2a068d5d28c5261bd1a00d78d9682011;hb=4.0.0-incubatinghas a different version.
