Definitely +1. I've seen a few communities use this, and it is a huge
improvement over manually dl'ing and reviewing patch attachments to JIRA
issues.

Apache has a Review Board instance and many projects make it part of their
patch submission process.
If there are no dissenters, I will request the review board group next week.
