Hey Ryan, Anyone with a registered account for Apache's JIRA instance [1] should be able to create issues, unless of course things work differently for incubators.
If you plan on posting a patch you should also check out the Apache ReviewBoard instance [2] which is what many projects use for reviewing patches.
