Summary: Take out Monitor Thread

The monitor thread has (inside of the 'run()' block) a Thread.wait(seconds)
causing termination behavior to be slow. Taking out the monitor thread and
switching them to daemon monitor tasks will improve this behavior and increase
consistency.
