Stream-wide configuration options including stream identifier, queue size,
micro-batch interval, timeout, etc... are inconsistent in terms of where
defaults reside and how they are propogated.
Consolidate all stream-wide configuration into StreamsConfiguration, and remove
all usage of Map<String, Object> config in streams-monitoring and
streams-runtime-local
