To be more confident that it'll work...I'd suggest you build struts from source with the new library, then run all junit tests.

Commons Collections 3.0 is not 100% backward compatible, but I have been
using it without problems with the pre-packaged struts 1.1 jar files for a
couple of months. I haven't noticed any struts-related problems.
