The reason is that Struts needs to be built with the Validator 1.1.2 branch, Validator 1.1.3, The head of CVS, Validtaor 1.2.0 has changes that makes it incompatable with the nightly build and off hand I don't know if the nightly struts can be changed to be compatable with both validator 1.1.3 and Validator 1.2.0 David Graham knows more about that.
